What is the Social, Economic and Environmental of Industrial Urban Symbiosis Impact on Different European Regions?

The Social, Economic and Environmental Impact of Industrial Urban Symbiosis on Different European Regions was investigated in an Independent Assessment of the Approach and Methods Developed by Klink Srl within the SYMSITES project.

The aim of this report, written by the Political Sciences Department of the University of Pisa, is to provide Klink Srl with an independent assessment of the approach and method developed within the framework of the project SYMSITES.


The assessment focuses on the k-Social Decision Support System module designed by Klink to enhance the quality of decision making processes in the context of Industrial Urban Symbiosis.

Klink’s contribution is analysed through a policy oriented perspective. The report shows that the strengths of the approach in terms of pathbreaking practices and tools for policy making largely exceed its shortcomings.

The report is structured as it follows:

  • Section 1: a reconstruction of the literature in the field of Industrial Urban Symbiosis in provided;
  • Section 2: a description of different existing models of Industrial Urban Symbiosis;
  • Sections 3 and 4: a summary of, respectively, a policy tool and a governance perspective to Industrial Urban Symbiosis, which allow to set Klink’s approach in a wider theoretical framework;
  • section 5: a description of Klink’s role in SYMSITES;
  • section 6: an highlight of the strengths and weaknesses of Klink’s approach.


The analysis revealed that the approach and methodology developed by Klink represent a brilliant example of innovation in the field of policy instruments, enabling the formulation of “informed” intervention strategies that are tailored to the specificities of the contexts and based on the knowledge gained through ex-ante consultation with stakeholders.
